On July 1, 2003 Minister Oskanian received Danish Parliamentary Ombudsman Mr. Hans Gammeltoff-Hansen.

During the meeting the two discussed issues concerning the creation of the institution of ombudsman in Armenia. Mr. Gammeltoff-Hansen noted that Armenia's draft Ombudsman Act is well-developed and expressed a willingness to support the Armenian Ombudsman, when appointed, both in his capacity as Danish Ombudsman and as a president of the International Ombudsman organization.

Armenia's proposed Constitutional reforms had included a provision for the establishment of an Ombudsman. However, since the proposed reforms did not receive the necessary votes to pass, the president will appoint an ombudsman until other provisions are made by law.
