Foreign Relations

The Nagorno Karabagh Republic, unrecognized by any nation in the world, does not have formal foreign relations in the traditional sense. However, multi-lateral and international organizations do operate in the Republic.

The Republic also has Permanent Representation Missions and Public Information Offices in four countries-- Armenia and the 3 nations represented in the Minsk Group--the United States, France and Russia. The goals of the offices are to present the Republic's positions on various issues, provide information and to facilitate the peace process.

Operating in NKR since 1999, the American Red Cross is implementing a Primary Health Care (PHC) project to improve the knowledge and skills of regional, district and local physicians, nurses and community health workers in implementing PHC services and improving these services in first line health facilities. As part of this effort, health information systems are being developed, first-line facilities being rehabilitated and improved management protocols being developed. The American Red Cross is focusing on the 10 most widespread diseases affecting adults and children. This project is funded by USAID through Save the Children.

Armenian Missionary Association of America (AMAA)

Operating in NKR since 1995, AMAA is implementing over 15 charitable programs, including supplying water to apartments, running summer camps, providing sports equipment to three schools in Stepanakert (#2, #7 and #10) and teaching foreign languages. AMAA also sponsors a first aid medical station in Shushi and 2 kindergartens (one in Shushi and one in Stepanakert.)

Operating in NKR since 1992, ICRC is currently implementing long- and mid-term programs--Primary Health Care (delegated to American Red Cross Society) and landmine awareness. ICRC has also implemented agricultural programs with those villages most directly affected by the conflict, food distribution programs and supply of surgical medical assistance.

Operating in NKR since 1998, MSF-Belgium has been implementing a mental health program in NKR. The goal of the projects is to improve mental health facilities, improve the early detection and treatment of psychological disorders in the general population and initiate support for Post Traumatic Stress Disease (PTSD) patients. Training programs in improved treatment of PTSDs are underway, as is the rehabilitation of the Psychiatric Dispensary. This project is funded by USAID through Save the Children.

Operating in NKR since 1998, SCF manages an $8 million umbrella grant and oversees subgrants awarded to PVOs implementing humanitarian assistance programs funded by the US government. The US Congress, in its FY 1998 Foreign Operations Bill, allocated funding ($12.5 million, later increased to $15 million) for humanitarian assistance to the "victims of the [Nagorno Karabagh] conflict." Of the $15 million, $8.3 million has been directed to implementing projects in Nagorno Karabagh. (Save manages $8 million in grants; ICRC was awarded $300,000.) SCF's program is funded by USAID.
