The government is the organ of of the executive power of the NKR. The Head of Government is the Prime Minister.

On September 17, 2007, Nagorno- Karabakh Republic President Bako Sahakian signed a decree on appointing Arayik Harutyunian NKR Prime Minister.

Arayik Harutyunian Was born in1973 on December 14 in the city of Stepanakert. 1990 finished physics and mathematics school of Stepanakert and entered the Institute of National Economy of Yerevan. 1994 moved to the economic faculty of the Artsakh State University and in 1995 graduated from the university. 1996 entered and in 1998 graduated from the post-graduate course with the specialty of economist. 1992 A.Haroutyunyan was admitted into the self-defence forces of NKR and had an active participation in operations. 1995-1997 worked in the NKR Ministry of Finance and Economy as an assistant of Minister. 1997-1999 worked in Askeran branch of Hayagrobank as a bank executive. 1999-2004 worked in the position of bank executive of Stepanakert branch Hayagrobank. 2005 was elected as a deputy of NKR National Assembly, leader of the party "Azat Hayrenik", head of the fraction "Hayrenik". Married, has two children.

According to the decree, 10 bodies of public administration will function under the Government:

5. Department on Migration, Refugees and Settlement Issues
6. Department of Environment and Natural Resources
7. NKR Police
8. State Committee of Water Industry
9. State Committee of Sports
10. Rescue Service
