Q: Azerbaijan's Foreign Minister Vilayat Guliyev had told Interfax
that since "Today in the Karabakh process, there is no principle
that is acceptable to both sides, therefore Azerbaijan has the full
right to begin that process from zero." What is your interpretation
of that comment?
A: If Baku wishes to begin everything again from scratch, then
it must do so solely with Stepanakert, and if, of course, Stepanakert
agrees to that.
