QUESTION: As a result of the referendum held in Montenegro on May 21, that Balkan state has effectively become independent. It is notable that the result of the referendum has been universally recognized which gives additional legitimacy to Montenegro's independence. What's the reaction of the Ministry of Foreign Affairs of the Republic of Armenia to the creation of a new state in Europe?

MR. KARAPETIAN: We welcome the decision of the authorities and people of Montenegro to create an independent state. We congratulate and wish the Montenegrin people the best of luck in the process of state building.

In such a peaceful dissolution, Armenia attaches importance to the fact that the Montenegrin people's right of self-determination was expressed through a referendum, which proves that in international relations, a referendum remains a universally recognized and civilized means of resolving such problems and of expressing a people's right.
