Panorama.am: Today, Azerbaijan’s Foreign Ministry Spokesperson stated that Azerbaijan  would   negotiate with Nagorno Karabakh’s authorities only  if Armenia recognizes Azerbaijan’s territorial integrity and steps back  from the negotiation process.  What is your reaction to this statement?

Answer: Azerbaijan’s efforts to put preconditions and to substitute wishes for reality is by no means  something new.  Azerbaijan also recognizes that without engaging the Nagorno Karbakh  authorities in the negotiation process, the settlement of the conflict is impossible.
