| The
Fourteenth Meeting of the Council of Ministers of Foreign Affairs
of the Black Sea Economic Cooperation (BSEC) Organization was held
in Bucharest on April 26.
Deputy Minister Arman Kirakossian led the Armenia delegation.
In their welcoming speeches, Traian Basescu, President of Romania,
and Mihai-Razvan Ungureanu, the Romanian Foreign Minister, stressed
the importance of the BSCE for the stability and economic development
in the region.
The Foreign Ministers discussed a number of actions and events
held during the period of the Romanian Chairmanship, specifically
the results of the meetings of ministers of transport, home affairs,
environmental protection, and working groups on energy, science
and technology, emergency, tax services and tourism. They also exchanged
views on the prospects for possible interaction in the BSEC framework.
In his speech, Deputy Minister Kirakossian noted that the BSEC
has already developed into a mature regional economic organization
with a comprehensive institutional basis, rich experience in regional
cooperation stockpiled within fourteen years of regional interaction
and vast potential for multilateral cooperation. He also stressed
the importance of the priority of the realistic interaction ideology
for settling the conflicts that exist between some State Members.
Armenian Deputy Minister urged all the Member States to revise their
approaches toward regional infrastructures, specifically railway
and motorways, noting that the European security, regional security,
regional economic development could only benefit from the functioning
of the Kars-Gyumri-Tbilisi railroad that is currently closed.
During the meeting, Leonidas Chryzanthopoulos of the Hellenic Republic,
who was the first Greek Ambassador to the Republic of Armenia, was
elected Secretary General of the BSCE international secretariat.
On May 1, the Russian Federation takes over the Chairmanship of
the Organization.
